Many US, Pakistani officials and American, British, Pakistani press-media have confirmed that Raymond Allen Davis is a US CIA spy, an ex-mercenary of Xe Services (Blackwater USA) and former US Army Special Forces soldier. VCDR 1961, VCCR 1963 and PDCPA 1972 do NOT grant any diplomatic immunity to any American CIA spy, agent, or contractor.
